Kindergarten Place Value (Introductory) Rubric This rubric is designed to assess kindergarten students’ foundational understanding of place value concepts in a developmentally appropriate manner. It evaluates key skills such as recognizing numbers 11-19 as a group of ten and some extra ones; counting by tens; and identifying the tens and ones place in two-digit numbers. The rubric provides clear criteria for teachers to measure student progress while supporting differentiated instruction. The rubric is organized into four performance levels: Emerging; Developing; Proficient; and Advanced. At the Emerging level; students may demonstrate limited recognition of numbers 11-19 as composed of a ten and ones. Developing students show partial understanding; such as counting by tens with occasional errors. Proficient students consistently identify groups of ten and extra ones in numbers 11-19 and begin to understand the structure of two-digit numbers. Advanced students extend their learning by applying place value knowledge to higher numbers or real-world contexts. Using this rubric helps teachers identify individual student needs and tailor instruction accordingly. It encourages hands-on learning with manipulatives; such as base-ten blocks or ten frames; to build concrete understanding.
